What Is an EPR Authorized Representative Under PPWR?

From 12 August 2026, PPWR Regulation (EU) 2025/40 requires manufacturers established outside the EU to appoint a local EPR Authorized Representative in each EU country where their packaged goods first enter the market.

The EPR AR acts under a written mandate and assumes the manufacturer's obligations before regulators: registration in the national EPR registry, conclusion of a contract with a licensed recovery organization, submission of annual packaging data reports, and payment of EPR fees.

Important: the EPR AR is not an importer and is not responsible for the packaging itself meeting PPWR requirements. The mandate covers only registration, reporting, and fees.
